A certified copy or a certified transcript of a birth certificate may be issued only:
- To a person with a New York State Court Order;
- To the person named on the birth certificate, if 18 years of age or older;
- To the parents of the person named on the birth certificate;
- To the lawful representative of the person named or the parents of the person named on the birth certificate;
- To the commissioner of Health;
- To a municipal, state or federal agency when needed for official purposes
A certification of birth may be issued;
- To the person named on the birth certificate, if under 18 years of age;
- To a person named on the birth certificate, if over 18 years of age, if a certification is what they prefer
- To a person who can demonstrate the record is required for a judicial or other proper purpose.
To request a copy of a birth certificate submit the following to: Constantia Town Clerk, 14 Frederick Street, Constantia, NY 13044:
- An Application to Local Registrar for Copy of Birth Record;
- An Acceptable Identification;
- Payment of $15.00 per copy requested
Acceptable forms of Identification are:
- Driver’s license
- Non-driver’s license

The Code Enforcement Officer issues building permits. Come into the Code Enforcement Office during the hours posted on the Code Enforcement page. You can contact the Code Enforcement Officer at 315-623-9581 to find out what you will need to bring with you. The price of a building permit is based on the value of the project and will be determined by the Code Enforcement Officer at the time the permit is issued.

- To the spouse, parent or child of the deceased;
- To the lawful representative of the spouse, parent or child of the deceased;
- To a person requiring the record for a documented legal right or claim’
- To a person requiring the record for a documented medical need;
- To a municipal, state or federal agency when needed for official purposes

All dogs in New York State must be licensed in the town in which they are harbored by the time they are 4 months old. In Constantia, dogs are licensed for 1 year at a time. To license a dog in Constantia, bring or mail the following to the Town Clerk’s office:
- Valid rabies certificate or a statement from your vet as to why the dog cannot have rabies shot.
- Spay/neuter certificate if the dog is fixed.
- Fee ( $7.00 per year for spayed/neutered dogs, $15.00 per year for unsprayed/unneutered dogs)
What you need to know
- You will receive a paper license and a license tag. You will use this tag as long as the dog is licensed in Constantia
- This tag or a tag with this information must be on the dog at all times. We recommend having a tag engraved with the information on the original tag and your cell phone number. If your dog is lost your cell phone number could get the dog home quicker.
- When the license comes due a renewal will be sent to the address on file.
- The month after the license expires a reminder will be sent to the address on file.
- If the dog passes away, you no longer have the dog or you move out of town you must notify the town clerk.
- If the license is not renewed and you do not report the dog as deceased or no longer living in the Town you will be issued a ticket for an unlicensed dog.

If your dog loses its tag, you can either:
- Have a tag engraved with the information that was on the original tag along with any additional information you want.
- Request a new tag and license number from the town clerk. The cost is $3.00
If you no longer have the dog:
- Report the dog as deceased or gone to the town clerk, and
- Go to court on the date indicated on the ticket.
If you still have the dog:
- License the dog at the town clerk’s office, and
- Go to court on the date indicated on the ticket.
To report a stray or missing dog, call the Dog Control Officer (Clayton Conover) at 315-371-5429.
Do not pick up the dog. Only the Constantia Dog Control Officer can legally pick up a dog in the Town of Constantia.
Information may be released for genealogy research subject to the following requirements:
Birth Certificate
- No information shall be released from a sealed birth certificate;
- The birth certificate has been on file for at least 75 years; and
- The person to whom the birth certificate relates is known by the applicant to be deceased. (Proof must be presented)
Death Certificate
- The death certificate has been on file for at least 50 years.
Marriage Certificate
- The marriage certificate has been on file for at least 50 years; and
- Both parties to the marriage are known by the applicant to be deceased. (Proof must be presented)
The time periods specified for birth, death and marriage records are waved if the applicant is a descendant or has been designated to act on behalf of a descendant of the person whose record is being requested.
To request genealogy information, submit the following to: Constantia Town Clerk, 14 Frederick Street, Constantia, NY 13044:
- A General Information and Application For Genealogical Services;
- Any required proof ;
- Payment of $22.00 per record requested. Payment will not be refunded if no record is found.
Eligibility for a permit
To be eligible for a permanent parking permit for persons with severe disabilities you must have one or more of the following impairments, disabilities or conditions which affect mobility and are permanent in nature:
- Limited or no use of one or both legs
- A neuro-muscular dysfunction which severely limits mobility
- Blindness
- Uses portable oxygen
- Unable to walk 200 ft. without stopping
- Has a class III or IV cardiac condition (American Heart Association standards)
- Severely limited in ability to walk due to an arthritic, neurological, or orthopedic condition
- Restricted by lung disease to such an extent that forced (respiratory) expiratory volume for one second when measured by spirometry is less than one liter or the arterial oxygen tension is less than 60 mm/hg of room air at rest.
- A physical or mental impairment or condition other than those specified above, which constitutes an equal degree of disability, and is of such a nature as to impose unusual hardship in using public transportation and which prevents the person from getting around without great difficulty.
Eligibility for a temporary special parking permit. (issued for up to 6 months
To qualify for a temporary special parking permit a person must be certified by a physician as being “temporarily unable to ambulate without the use of an assisting device” including, but not limited to:
- A brace
- Crutch
- Prosthetic device
- Another person
- Wheelchair
- Walker

- Ask your Dr. to fill out part 2 of the application
- Fill out part 1 of the application
- Bring the completed form to the town clerk’s office
What you need to know
There is no cost for the parking permit, however, your Dr may charge you for filling out the form.
- Parking permits should be hung from the rear-view mirror when the vehicle is parked, but should be removed when the vehicle is driven. You could be given a ticket for driving with the tag hanging from the mirror as it obstructs your view.
- Do not let anyone use the tag when you are not in the vehicle.
- The last three numbers of your driver’s license will be on the tag. A police officer may ask for your driver’s license to verify that the tag belongs to you.
- You can use the tag in any vehicle you are riding in.
- Please do not leave your tag in plain sight when not using it. It could be stolen.
- Permanent tags expire on the date on the tag (3 years). You do not need to get a new form from your Dr., just come in and get a new one.
- Temporary tags expire on the date on the tag. If you need a new one you will need a new form from your Dr.
- If your tag becomes hard to read, bring it in and get a new one. If the police can not read it, they will write a ticket and let the court sort it out.

- To a person with a New York State Court Order;
- To the person named on the marriage license;
- To the lawful representative of the person named or the parents of the person named on the birth certificate;

To get a marriage license both parties must come to the town clerks office. Please call for an appointment.
Each of you will need to bring:
- Birth Certificate with raised seal
- Photo ID
- If either party has been married before, divorce papers or death certificates for each marriage.
- Fee of $40.00
What you need to know
- The license is valid for 60 days from the date of issue.
- You must wait a full 24 hours from when the license is issued before you get married
- The license is valid anywhere in New York State.
- The cost of the license in Constantia is $40.00. Some places charge more.
- You will receive your certificate of marriage registration in the mail within a couple weeks after the wedding. This is what you will use to change your name on anything that it needs to be changed on.
Age Requirements
- Both applicants must be 18 years of age or older
Familial Restrictions
A marriage may not take place in New York State between:
- An ancestor and descendant
- Siblings (full or half blood)
- An uncle and niece or nephew or an aunt and niece or nephew regardless of whether or not these persons are legitimate or illegitimate offspring.
The following people can perform a valid marriage ceremony in New York State:
- The mayor of a city or village
- A marriage officer appointed by the town or village board or the city common council
- A justice or judge (Constantia has two justices)
- A member of the clergy or minister
- Other officiates as specified by Section 11 of the Domestic Relations Law
In Constantia, both the town clerk and deputy town clerk are notaries and will perform notary services during regular town clerk hours.

Town Board Meetings are held on the third Tuesday of each month at 6:00 PM.
Supervisor’s Meetings are held on the first Tuesday of each month at 4:00PM with the exception of holidays.
Planning board meetings are held on the fourth Tuesday of each month at 7:00.
